I know we talked about the Promised Day before. I'm just confirming something for Winry here. Last she recalls is passing out, I guess when Father tried to activate the Circle, but Hohenheim counters that, right? So she would be fine. Everyone would be, even if they weren't in the center of that.
Judging from what I heard, the entire country was affected when he activated the circle. Those who weren't in the center were incapable of suppressing it. However, once Mr. Hohenheim countered the attack, those affected were able to regain consciousness. Based on some of the reports given after the battle, I doubt there were any lasting consequences.
