I can't say for sure. Despite some of the more ridiculous additions, it's obvious they're someone who has access to imPort records. However, why they decided to release information on those specific people is still a mystery.
Unfortunately, I believe there were many who knew at least one person who was brought up.

Even though he's denied it, it's possible that the Senator moderating the presentation was also responsible for its outcome. However, if what he says is true, and they were hacked, then it means that there are already people who have infiltrated this city and the government. Not to mention the increasing fear of war, as some of the other events of the night indicated.
